To solve the drainage problem, I dug trenches for 3" corrugated plastic pipe and tied the four downspouts into a line that ran out towards the street. The galvanized metal sheeting is a root barrier to prevent bamboo from next door spreading into the side yard (my new neighbors are in the process of removing it, but it can be difficult to eradicate).
